Try Ebay or craigslist.

Answer by Brutus
Your best chance is your local junk yard. They have a computer network where they can find it any any junk yard.

97-99 CLs parts are rare to find at a Recycler/dismantler. And if you do find one it willl be in bad shape or expensive.

Consider buying an unpainted aftermarket and having it painted. Go to a local -non chain – shop and ask them, they will break it down for you.

I figure the hood will cost you 2-300$ . and paint, 1-200$ – depending on the color.

hope that helps.
