Nobody can “handle” carbon monoxide. It poisons whatever hemoglobin is available, whether you are anemic or not. There may be less hemoglobin in a person with anemia, but that means less oxygen-carrying capacity, too, so the toxicity of carbon monoxide will be the same as for a person without anemia.
