UNITED NATIONS, Feb. 24 (Xinhua) -- Argentine Foreign Minister Jorge Taiana urged UN Secretary-General Ban Ki-moon on Wednesday to kickstart negotiations over the ownership of the Malvinas islands after Britain announced plans for oil exploration.
