Self Hosted Wordpress blogs are nofollow blog until and unless you have installed the plugin to remove this.
A number of other blogging platform also have nofollow tag in comments/links.

Unfortunately there is no easy way to find out which blogs are Do Follow blogs. You can find plenty of do follow list by Google search. However they are not too comprehensive and no categorization is available.
