Apparently because a cross-party committee of MPs at Westminster have decided it is "not necessary". The BBC's article on this isn't very forthcoming as to any actual reasons why, perhaps reflecting the frustratingly insubstantial conclusions of the committee.Is there any reason why Scotland couldn't or shouldn't run its own elections?
