Yes, that snubbed and reviled city that struggles to keep the Golden State from turning into lead. It's not a fancy place, but it's an important one. Think Washington DC -- a few monuments, all the elected people who shape your destiny, and not much else. Well, as a now-and-then resident of Sac, I'd have to say: it is all this and then some.

It started with milk chocolate. Not really, but it did all begin in the Alps -- the Swiss Alps. Good old John Sutter got a hankering to explore. Of course he was chasing the American Dream: more money, more land, more power. All those aspirations, of course, led (and still lead) to California. Mind you, this was circa 1839.

Fevered with visions of sugarplum fairies, Sutter pushed himself to Northern California. Here he found the Sacraments. Not the book, but the small mission-village. For Johnnie and his son, it turned out to be a veritable money pit, well, for his son that is. Sutter, Sr. would end up a broken man, well-tanned in Acapulco, but penniless and estranged from his family.

By the time the Imperial Mexicans lost to the gringos, it was 1848. This meant the Empire had to give up claims on all territories west and north of Texas. But, being the jitterbugs they were, the California legislature feared residual blow-back from the Mexican forces and decided to abandon the then-capitol of Monterey. They opted to move to San Jose. The problem was most of the legislature thought it was still vulnerable to the Spanish and Mexicans.

Nothing quite gets people to agree in a hurry like the fear of being bombed. Running for their lives -- from an imaginary foe -- the legislature moved the capitol to Vallejo, then Benicia, and finally to Sacramento. The year was 1854. The legislature had to hold assemblies in a string of assorted Sacramento hotels. The funny thing is state congressmen and senators are still doing the majority of their business out of these hotels.
