To the Editor: Regarding the Practical Traveler column "In Latin America, Luxe Costs Less" (Oct. 25): Even though Buenos Aires is not new on the "less expensive luxury" list, it still offers surprises. The last time I went, I found Miravida Soho, a recently restored 1930s mansion that has been turned into a small hotel and wine bar. It was probably the nicest hotel experience I have had in ages.
