Canadian border officials seem to be taking their enforcement responsibilities to the extreme. There are media reports that an American was fined $1000 because he failed to phone-in his presence while fishing on the Canadian side of Lake Ontario. It appears that the phone-in provisions are only required if the boat drops anchor. This incident is a good example of people working in jobs that often require the use of common sense and failing miserably. Hopefully, someone will reintroduce the notion of good judgement in the resolution of these border issues to avoid a repetition of this foolishness. Although those employed in protecting the borders may have some challenges in separating fact from fiction in confronting the many situations they encounter, they also need to consider the consequences of overzealous enforcement. That seems to have been absent in this instance. The following link will provide additional information if you are interested in reading more about this matter. db
