It started as a word, but it has grown into a phenomenon. The wiki says chavs are:
Chav or Charv/Charver ('ch' pronunced as in chair) is a mainly derogatory slang term in the United Kingdom for a subcultural stereotype fixated on fashions such as gold jewellery and 'designer' clothing. They are generally considered to have no respect for society, and be ignorant or unintelligent. The term appeared in mainstream dictionaries in 2005.
The defining features of the stereotype include clothing in the Burberry pattern (notably a now-discontinued baseball cap) and from a variety of other casual and sportswear brands. Tracksuits, hoodies, sweatpants and baseball caps are particularly associated with this stereotype. Response to the term has ranged from amusement to criticism that it is a new manifestation of classism. The term has also been associated with delinquency, the "ASBO Generation", "Hoodie culture" and "yob culture". Chavs are often stereotyped as being particularly anti-emo and anti-Goth, two other subcultural groups.
If it's tacky, chavy, brassy but not classy, put it here.
How on Earth did I not know that there is a store out there that only sells hoodies? I’m Andy the hoodie guy, I know I’m not the only person that writes about hoodies anymore, but still, I’d like to think that I keep on top of these things.

By Mark Ecko, this Stormtrooper hoodie will ensure that, at a moment's notice, you will be ready for an impromptu Star Wars convention or back alley role-playing fest. It may sound like overkill, but to the die-hard Star Wars fan, it's a whole lot easier than carrying around plastic armor...
Damn, why did I spend so long (about 30ish hours works) a couple of weeks ago building my Tron costume for a party when I could have just bought a hoodie from streetwear giant Marc Ecko?
I like the way that this hoodie isn’t too ‘novelty’, I must admit that I can’t imagine myself buying it...
Halloween is around the corner and following last year’s Jason Hoodie from LRG, Marc Ecko comes through with a “Real Trooper” Hoodie that pays tribute to Star War’s Storm Trooper. The full zip up hoodie reveals the mask printed onto the hood. A great pick up for those looking to stand out for...

The emergence of an education 'underclass' is leading to a 'posh' and 'chav' divide between schoolchildren, a top fee-paying head declared today. The Reverend Tim Hastie-Smith warned that distrust and suspicion between state and private schools was
