I suppose you could try a spray laquer or something like that, but usually that’s just kind of the way glitter is.

This is gonna sound funny, but I think arts & crafts keep this product around more than it’s intended use.
Aqua Net Hair Spray
I remember using it in kindergarten for that very purpose, and they still use it today for the very same thing.
