By now, most people in the tri state are have heard about the death of a little 10 year old girl in the city of Philadelphia.  "The girl had been the subject of a Department of Human Services investigation for possible abuse in 2007 and files are now being reviewed" Here is what I dont get. If S.S saw that she could have possibly been abused then why let her parents take her back.
