Rating the 110th Congress for 2008Number One Taxpayer Best Friend for 2008 Congressional rating season: Republican Congressman Jeff Flake of Arizona. He came in with a score of 98, and received an 'A'. This is the 5th straight year, Flake has won the distinction of "Most Fiscally Conservative" in the entire House of Reps. Rounding out the Top 5: Paul of Texas (96), Broun of Georgia (93), Frank of Arizona (93), and Henserling of Texas (91).
All Congressman commonly identified as "libertarians" finished in the Top 25, including: Ed Royce of California (88), John Shadegg of Arizona (84), and Dana Rohrabacher (82). Note - Tom Feeney of Florida, the one libertarian defeated for re-election finished a strong 84.

Conservatives with a libertarian streak, also finished in the Top 30. They include, notably: Mike Pence of Indiana (88), Connie Mack of Florida (84), Michelle Bachman of Minnesota (84), and Marsha Blackburn of Tennessee (86).
The very worst Republican was Wayne Gilchrist of Maryland with a 25. Gilchrist was defeated in the GOP primary for reelection. Other low scorer GOPers included: Ros-Lehtinten of FL, and Upton of MI.
Virtually all 'D's receive Failing GradesAlmost all Democrats scored in the 'D' and 'F' range. The only Democrat to score a 'C' was Nick Lampson of Texas (Houston area, old Tom DeLay District), with a respectable score of 44. Lampson, who was elected in a fluke in an overwhelmingly Republican District, was defeated for reelection by GOPer Pete Olson.
The lowest scorers coming in at F- score of 4, included: Hooley of Oregon, McNulty and Nadler of New York, Levin of Michigan, Neal of Mass., and House Democrat Caucus Leader Steny Hoyer of Maryland.

Obama's Chief Emmanuel gets an 'F' score of 7%Other high profile low scorers, under 10%, include: Rangel of NY, Tsongas of MA, Moran of VA, Kanjorski of PA, Carnahan and Skelton of MO, and Obama's new Chief of Staff Rahm Emmanuel of Illinois. Note also, Carnahan is now a candidate for US Senate in Missouri.
Virtually all members of the Congressional Black Caucus scored below 10, with one single exception: Houston-area Congresswoman Sheila Jackson-Lee who scored a 12.
New York, Massachusetts, Maine, Rhode Island, Connecticut, Vermont and Hawaii have the very worst scoring delegations, with virtually all 'F's, (4 NY and CT GOPers scored 'C's).
A surprising find: The "Free State of New Hampshire" has one of the worst scoring delegations in the country. While not in the very lowest group, the delegation finished with just 18%.
Idaho, Nebraska, Montana, Wyoming and Utah had the best delegations, all in the mid to high 60s.
Florida, Georgia and Texas appeared to be the most varied, with scores ranging from 5% all the way to the 90s.
