Jim Kolbe's office received a formal complaint about Mark Foley's IM messages with congressional pages back in 2000. 6 years ago. Foley got a slap on the wrist and some sort of corrective action was taken. It sounds like Jim Kolbe didn't follow up much over the last 6 years. An obviously the corrective action back then wasn't enough to stop Mark Foley from sexually harassing young pages this year. If formal complaints were made in 2000, leaders in Congress and especially in the Republican Party should have been on the lookout for any possible sign of Foley lapsing back to his naughty nature.
