Rep. Roscoe G. Bartlett, R-Md., was born on his grandfather’s farm in Kentucky. His father, who worked as a tenant farmer in western Pennsylvania during the Depression, refused to take any assistance from the government during those hard times — promoting Bartlett’s own devotion to self-reliance.
