VietNamNet Bridge – Pacific Development Group from the U.S., via a consulting company in the Mekong Delta City of Can Tho, has plans to build an oil refinery in the Mekong Delta's Ca Mau Province, the provincial Planning and Investment Department said on Monday. Kuwait wants to drop Royal Dutch Shell as a partner and is instead considering BP in a project to build a $5 billion oil refinery in Guangdong in China, reports said yesterday.
