Rep. Dave Obey (D-Wis.) came to Congress in the spring of 1969 after winning a special election to succeed Republican Melvin Laird, who had left the House to become President Richard Nixon's defense secretary. At the end of this year, Obey will retire, and as a bookend of sorts for this magazine devoted to new faces, POLITICO asked Obey to talk about what changes he's seen in Washington's culture.
