The Buffalo Bills signed free-agent running back Dominic Rhodes to a two-year, incentive-laden contract. The Bills added Rhodes as insurance with starting running back Marshawn Lynch being suspended for the first three games of the 2009 regular season for violating the NFL’s personal-conduct policy. Fred Jackson, who’s skipping voluntary workouts because he’s unhappy with his contract situation, and Xavier Omon are among the other running backs on Buffalo’s roster.
