The Buffalo Bills signed free-agent running back Dominic Rhodes to a two-year, incentive-laden contract.
The Bills added Rhodes as insurance with starting running back Marshawn Lynch being suspended for the first three games of the 2009 regular season for violating the NFL’s personal-conduct policy. I don’t know if anybody even figured the Raiders would miss Dominic Rhodes when the NFL announced he would be suspended for the first four games of the season because of a substance-abuse policy violation.

Marshawn Lynch, last year's starting running back, will begin the 2009 season serving a three-game suspension. Although Fred Jackson will start will Lynch is out, Rhodes was expected to be Jackson's back-up.
