Javier Solana has retired from his position as the EU foreign relations chief as the Lisbon Treaty comes into effect, leaving his successor a mixed legacy. After 10 years as European Union foreign policy chief, Javier Solana leaves his post on Tuesday to be replaced by Baroness Catherine Ashton who will command a more powerful position created by the reforming Lisbon Treaty with a new, and eventually vast, European diplomatic service.
