Having postponed their two local gigs earlier this month, Billy Joel and Elton John have now announced make-up dates. The two Rock and Roll Hall of Famers will bring their “Face 2 Face” tour to Oracle Arena in Oakland on Feb. 13 and to HP Pavilion in San Jose on Feb. 16.
