A Federal Aviation Administration safety inspector and a helicopter tour pilot are recovering from non-life-threatening injuries after mechanical problems forced the aircraft to make an emergency landing on Maui. Two airline pilots who overshot their destination have blamed U.S. air traffic controllers in part for the incident, saying controllers violated procedures. Capt.
