Francisco Mancebo (ESP/ Realcyclist.com ) has clinched the top spot on the  USA Cycling National Racing Calendar (NRC)   men’s standings . The  cancellation of the CapCity Crit  leaves the  Univest Grand Prix  in Souderton, Pa., as the last event on the calendar.
