In general, downloadable content isn't going to make a game new again. It might extend the experience but it won't reinvent it. Grand Theft Auto: The Ballad of Gay Tony sure does try, though. It has mixed success at refurbishing GTA IV's gameplay formula but regardless, it's one of the most ambitious pieces of DLC ever released

Once you make your way through The Ballad of Gay Tony, the story of Grand Theft Auto 4 will essentially be complete.
