WASHINGTON -- U.S. Sen. Bob Casey, D-Scranton, has sent a letter to the Senate Judiciary Committee asking members to work with him to move legislation that would close loopholes in an existing law that allows the makers of designer drugs to slightly change their ingredients and avoid federal and state bans.
