The California convicted rapist accused of kidnapping an 11-year-old girl and imprisoning her in his backyard for 18 years has issued a letter of apology from his jail cell, reports said Friday. Phillip Garrido, who is accused of kidnapping and raping Jaycee Dugard, sent a letter to Sacramento television station KCRA to "apologize to every human being for what has taken place," reports said.
