Rwanda achieved a double diplomatic coup on Sunday as it joined the Commonwealth, which is dominated by former British colonies, and agreed to restore ties with France. Commonwealth leaders shrugged off fears over the mainly French-speaking African nation's rights record and admitted it as a member at a summit in Trinidad. Britain and France on Friday committed to paying developing nations to combat global warming by calling for a 10-billion-dollar climate fund financed by rich countries. Prime Minister Gordon Brown and President Nicolas Sarkozy, attending a closed-door Commonwealth summit in Trinidad, urged that the fund be adopted at climate talks to be held in Copenhagen December 7-18. Brown said Britain would contribute 1.3 billion dollars over three years. India will reveal in the coming days its goals to curb greenhouse gas emissions, French President Nicolas Sarkozy said Friday after face-to-face talks here with Indian Prime Minister Manmohan Singh.
