The city of Portland, Ore., is renaming a street to honor Hispanic labor leader Cesar Chavez, ending a two-year wrangle that included charges of racism, government heavy-handedness and indifference to problems of residents and businesses along the thoroughfare. Hispanics are Portland's fastest-growing minority, but nothing was named for their heroes until the Portland City Council voted 5-0 Wednesday to rename 39th Avenue.
