White is an idiot and a liar. He is claiming that Colorado has "de facto decriminalization", which is utter nonsense! Colorado has ~10,000 medicinal cannabis patients out of a population of ~5,000,000 (only two tenths of one percent). Unless you are a registered patient you cannot obtain cannabis from a dispensary. Medicinal Cannabis has cut into the cartels' profits because people who formerly bought cannabis on the black market now do so...
