I have to disagree with you Henry, at least regarding this paraguayan government and this security issue.
Although you may be right about Parguay being a poor country, or rich people abuse their opportunities; none of that can ever justify the goverment's inaction towards the worst security crime that's been knocking down paraguayan's economy over the past years. It is an outrage.
