To prevent another sewage spill from contaminating Waikiki's famous beaches, the Honolulu government announced Monday it must upgrade sewer lines under a settlement with the U.S. Environmental Protection Agency. Honolulu's costs for hosting the Asia-Pacific Economic Cooperation meetings in November totaled $22.7 million, which was $20.7 million under the budgeted $43.4 million, Mayor Peter Carlisle said.
