Police say Howell was the owner of Dilworth Insurance Agency- the agency Rohrback was in Charlotte investigating due to consumer complaints.----Sally Rohrbach, 44, is an auditor for the NC Department of Insurance who came to Charlotte to conduct an insurance audit and has since disappeared.
