Phillip Garrido, a 58-year-old Antioch man, is suspected in the kidnapping of Jaycee Lee Dugard in 1991 along with his wife, Nancy Garrido. Dugard is believed to have been identified yesterday as a 29-year-old woman living in Antioch with two children of her own.
