President Barack Obama says the "day of reckoning has arrived" for Americans after a spree of extravagant buying, gutted regulations and little or no long-term financial planning. In excerpts of his speech to Congress Tuesday night, the president offered a sober assessment of the last decade or so and said the time to take charge of the future is now.
