As the article says, Algeria experienced 10 years of civil war to avoid religious fundamentalism. As a result, they got both.

Such prosecutions reveal a rise in the influence of religious fundamentalism at the highest level of the Algerian state. Last June, FLN Prime Minister Abdelaziz Belkhadem was replaced by Ahmed Ouyahia who had earlier declared that the Koran was Algeria’s Constitution. The Algerian President also just revealed plans for a Mosque whose minaret will be the highest in the world and will be the World’s third largest after Mecca and Medina.
