Runescape offical site make a pvp world change update on july 15th . In my opion , jagex may want to disable the rtw world trade in game . So there pvp change as following:

With the new release of the pvp worlds, player killing is once again re-launched.
The requirements are easy, just make sure the levels of the two accounts have maximum 10 level difference, bring lots of runes to teleport just in case someone else comes to muck things up.
