(Getty Images) Houston Texans running back Ryan Moats was rushing to the hospital with his wife on March 18, trying to have a few last moments with his wife's dying mother. Outside the emergency room, Moats ran a red light and was pulled over by Dallas police officer Robert Powell, who then proceeded to draw his gun on Moats, and then lectured and harangued a clearly distraught Moats for 13 minutes.
