State inspectors say an oil spill that sent hundreds of gallons of bunker oil into San Francisco Bay was caused by a fuel tank that overflowed during a morning refueling stop. While transferring oil from a barge to an oil tanker a little after 6:30 a.m. this morning, oil spilled into the San Francisco Bay this morning, leaving a big sheen. (Ugh.)
