Petition for Efficiency Texas
In a petition to the Texas Public Utilities Commission (PUC), an organization composed of business associations and environmental groups propose an increase in funding for improving energy use in Texas. The white paper details the arguments and a method for energy conservation measures (ECM) and demand load side management programs (DSM) to reduce the need for power plant expansion.
The paper points to very conservative values the PUC established to evaluate funding for these ECM and DSM measures. Avoided cost was capped at $78.50/kW per year when in reality avoided cost is more than double or triple that amount.
If we are going to be conservative in our calculations we should err on the side of conservation and energy efficiency, not on the side of power plant expansion.
