"The One Percent Doctrine" is a book by Ron Suskind. The full title is "The One Percent Doctrine: Deep Inside America's Pursuit of Its Enemies Since 9/11." The book addresses US policy since 9/11 and Suskind discusses Dick Cheney's statements to the effect that if there's a 1% chance of some kind of terrorist attack on the United States, the US should pretend it's a virtual certainty and act accordingly.
Credit card transactions
In "The One Percent Doctrine," Suskind discloses that First Data
Corporation, one of the world's largest processors of credit card
transactions and the owner of Western Union, began
cooperating with the FBI after 9/11. It provided information
on financial transactions and wire transfers from around the world.
