I'd venture a guess that it's neither neon nor fiber optic. It's probably EL wire.

It'd be forgivable to confuse EL with neon or fiber, except that EL is about eight thousand times more awesome because it's cheap, easy to work with (sorry, neon), bright (sorry, fiber), and runs forever off of a couple of double-A batteries. Joshua Bardwell
