Some of your abilities will get more powerful with the more runic power you have to unleash; in this way, the system is also similar to combo points. There are tons of abilities that only cost runic power. Lots of the "finisher" type abilities fall into this category: Think the Death Knight's equivalent to Eviscerate or Mortal Strike. Others play with the resources a little bit; the Gargoyle you can summon will hang around as long as your runic power holds up.
