I think you have to call Apple and it is 'Pushed' through an Ad Hoc server (have to register your device UDID) to download it from apple.com. There will (most likely) not be a charge - so far the only charges have been for 'major' updates from 1.0 to 1.04 (Included Apps), 2.0, and 3.0 - there were not charges for 2.0 to 2.1 or 2.2.
