Child Support- Should it be based on the amount of time with each parent?

How much consideration should be given to the costs incurred by the non-custodial parent when he/she has the child(ren)? Do the costs associated with trying to create meaningful experiences with the children put the non-custodial parent in a position of spending more than the custodial parent? Should there be any changes to the system?
