Troops in the Central African Republic killed up to 30 civilians in February to deter rebels, a BBC investigation on both sides of the border has found. National Bureau of Investigation officials allege a Rwandan-born resident of the city of Porvoo, Finland, took part in the 1994 Rwandan genocide.
