Speaker of the House Nancy Pelosi (D-CA) hands signed Children's Health Insurance Program (CHIP) legislation to House Clerk Lorraine Miller (L) for delivery to U.S. President George W. Bush at the U.S. Capitol September 28, 2007 in Washington, DC. The $35 billion legislation sets up a showdown between Congress and President Bush who has threatened to veto the bill in its current form.
