I. Lewis "Scooter" Libby (C), former Chief of Staff to former Vice President Dick Cheney, attends a forum of the Foreign Policy Initiative at the W Hotel September 21, 2009 in Washington, DC. Libby resigned from his post at the White House in 2005 after he was indicted on federal charges of obstruction and perjury resulting from the grand jury investigation into the leak of the covert identity of Central Intelligence Agency officer Valerie Plame. Former President George W. Bush refused to grant Libby a pardon before he left office.
