California Gov. Arnold Schwarzenegger gives his opening speech near a map of the US-Mexico border at the 26th Borders Governors Conference, which meets to discuss and resolve issues surrounding the US-Mexico border region, on August 13, 2008 in the Los Angeles area community of Universal Studios, California. The governor will juggle his time, flying between the conference and Sacramento in his private jet, to attend to both the conference and the state fiscal deadlock, now in its seventh week. With Sacramento law makers unable to reach a budget agreement, the governor has ordered layoffs of thousands of part-time employees, moved to slash state employee paychecks to the federal minimum wage level, and threatened to veto any legislation not related to the budget. Attending the conference will be leaders from the states of California; Arizona; New Mexico; Texas; Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora and Tamaulipas.
