   <description>Here&amp;#8217;s an ethical dilemma for you, taken from my own experience while driving to work.  A truck pulled out in front of me, spewing noxious black exhaust so thick it completely obscured my windshield for a few seconds.  I was blinded long enough to cause an accident (though I didn&amp;#8217;t, thank Heaven).  There&amp;#8217;s no question that the truck violated emissions standards, and once my vision cleared I was able to get its license plate number.
