Marilyn Monroe may be dead, but she clearly still has "it".

A New York business man has purchased a 15-minute sex tape that features Monroe giving an unidentified man oral sex.

The new owner says he will keep the video private.

NEW YORK (Reuters) - A 15-minute film of Marilyn Monroe engaging in oral sex with an unidentified man will be kept from public view by a New York businessman who has bought it for $1.5 million, the broker of the deal said on Monday.

Memorabilia collector Keya Morgan said he recently arranged the sale of the silent, black-and-white film from the son of a dead FBI informant who possessed it to a wealthy Manhattan businessman who wants to protect Monroe's privacy.

"The gentleman who bought it said out of respect for Marilyn he's not going to make a joke of it and put it on the Internet and try to exploit her," said memorabilia collector Keya Morgan. "That's not his intention and I would never get my name involved if that were to happen."

Monroe is clothed and the man's head remains out of the frame for the entire 15 minutes of the film, said Morgan, who watched it.

Monroe was rumored to have had an affair with former U.S. President John F. Kennedy, and Morgan said former FBI director J. Edgar Hoover, a Kennedy rival, went to great lengths to try to prove it was Kennedy in the film.

One of Monroe's ex-husbands, the late baseball great Joe DiMaggio, once tried to buy it from the collector for $25,000 but "he would not part with it," according to FBI files on Monroe that are available on the FBI Web site.

Morgan is a well-known collector who owns memorabilia from the estates of Monroe and DiMaggio and said he was friends with Monroe's other two husbands, Jim Dougherty and Arthur Miller.

He said he learned of the existence of the film while working on a documentary about Monroe, who died in August 1962 at age 36. A former FBI agent told him about it, and Morgan said he confirmed it by tracking down the son of the FBI informant, who had provided a copy to the FBI.

The late informant's son had the original while the copy remains classified in the FBI files, said Morgan, whose deal was first reported by the New York Post on Monday.

"The FBI agent that I interviewed said J. Edgar Hoover was completely obsessed. A team of nine individuals were analyzing the tape inside a lab. J. Edgar Hoover brought in a few prostitutes who allegedly had been with President Kennedy and they tried to ... see if that was really President Kennedy."

An FBI spokesmen declined to comment except to point out the Monroe files available online, which refer to the film but make no mention of Hoover's purported interest.

Ted Rall wrote a column, “An Iron Fist in a Velvet Glove,” Uexpress, January 1, 2008, about J. Edgar Hoover’s 1950 list of people Hoover wanted to throw into concentration camps. Rall made the same point I did earlier on December 28, 2007, about how despite Hoover failing to get his way, there were no acts of sabotage. Ted also points out the following about the Reagan years and now George W. Bush.

During the 1960s and 1970s the CIA–in violation of its charter, which limits the agency to acting overseas–cooperated with local police departments across the country to compile a list of 300,000 Americans and organizations suspected of opposing the Vietnam War.

On April 6, 1984, President Ronald Reagan signed National Security Decision Directive No. 52. Reagan targeted 400,000 people for arrest and confinement at concentration camps in mothballed Army bases. The National Security Council’s “secret government within a government,” as Congressional investigators later described it, planned to cancel the 1984 presidential election so Reagan could remain in office indefinitely.

“Lt. Col. Oliver North, for example, helped draw up a controversial plan to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent or national opposition to a U.S. military invasion abroad,” The Miami Herald reported on July 5, 1987.

People who hate The People never sleep. In 2006 Congress passed the National Defense Authorization Act, which overturns the Posse Comitatus Act of 1878, which prohibited the use of combat troops on the soil of the United States. For the first time in 128 years, the president can declare martial law in case of a hurricane, riot or terrorist attack. In May 2007 Bush attached a National Security Presidential and Homeland Directive to the National Defense Authorization Act. In case of a “national emergency”–the president could declare it without consulting anyone–he could suspend the Constitution and appoint an unelected provisional government under a “national continuity coordinator.”

That’s the same Ronald Reagan who said that if the college students in the 1960’s didn’t stop occupying college administration offices and doing other protesting, he, Reagan advocated a “blood bath.” He’s also the one who authorized the illegal Iran-Contra deals.

The important thing to realize here is that this is all about the rich staying on top. FDR’s New Deal was, and remains, despised by the rich even though it spared them from a violent revolution by co-opting so many socialist ideas and balancing them via corporatism in the form of unions, etc., against laissez faire capitalism. The Welfare State appeased the “left.” Now it has been nearly dismantled, and the people are beginning to be hurt again in much the same way that resulted in the crash of 1929 and Great Depression that ran to WWII. “Happy Days” were not here again. It was “Brother Can You Spare a Dime.” That’s were the ultra-greedy have taken things again.

This time, the people need to throw off the whole system so as not to be co-opted, duped, and set up for another long string of deliberate booms and busts where so many of the rich make out as the bandits they are.

I don’t agree that the President couldn’t declare martial law under the mundane law before Bush signed his directive. Abraham Lincoln obviously used the military domestically in a huge way. He’s lauded by the Federalists who were so cozy with, and under the wings of, the Bankers in Europe. Lincoln didn’t trust those bankers as far as he could throw them. The people who hate Lincoln though are those for localism. They like power decentralized as much as possible, because then bigger powers don’t exist to stop them from lording it over their local area, such as on the county level or even town level. Choose your tyranny. Federal, Global, or local neighborhood, it’s all the same. Only Jesus’s yoke is light.

Public Enemies: America’s Greatest Crime Wave and the Birth of the FBI

Bryan Burrough who has worked as a financial journalist for Vanity Fair writes in his book about the crime wave that swept America in 1933 and 1934. He has a personal interest in this period because it was his grandfather J. Edgar Hoover who helped man a roadblock at Arkansas during a hunt for Bonnie and Clyde.

At the time, police jurisdictions ended at state borders, the FBI was only in its infancy, the highway was spreading across America and fast cars along with machine guns were readily available. Also this was the time of the Great Depression where 13 million Americans were out of work and they blamed it all on the banks. This all made for the perfect climate for bank robberies which saw Dillinger, Baby Face Nelson, Bonnie and Clyde, Pretty Boy Floyd, Machine Gun Kelly, and the Barkers rise to fame.

J. Edgar Hoover was eager to see the small agency become the FBI that we know of today and he did so by promoting is “America’s Most Wanted” in the media. When the FBI eventually gunned down John Dillinger outside a movie theatre in 1934, this helped catapult Hoover to even more fame.

The book goes on to examine FBI files which have only just relatively recently been released. These files paint a very different picture from the propaganda Hoover fed the media at the time. Foremost for Burrough, the book is about how the FBI evolved from a bunch of incompetent amateurs to the slick and professional crime-fighting organization it is today.

Shine the Light: Department of Justice, FBI, IRS

When the late J. Edgar Hoover died a new home for the Federal Bureau of Investigation was completed and named after him. FBI, these three letters bring fear to some, and entertainment to others. The investigation of alleged indiscretions and the administration of law are always intended to be separate in order to assure fairness, it rarely works that way even in reasoned democracy. The blurring of roles leads to abuse in the fact finding (interrogation) process. Presidents and ordinary citizens have lived in fear of the FBI since its founding early in the 20th century. When indiscretions are discovered and become public modest reforms follow and these work for a time until new ways to get around the law are invented. FBI agents like a policeman/women and military investigators are under pressure to solve a case - to produce results. That pressure leads to short cuts sometimes augmented by political pressure, public opinion (see the story of Jesus) or a deliberate confusion of policy (Abu Gharib). Those short cuts and officially supported violence are expanded depending upon the culture of law enforcement. For this nation the tone of that culture begins at the J. Edgar Hoover Building located at 9th and Pennsylvania Ave and continues through local police, elements of the military and hundreds of other specialized security services that protect gated communities, corporations and national borders.

Across Pennsylvanian Avenue from the FBI the Robert F. Kennedy Department of Justice Building dominates the horizon. "Where the Law Ends Tyranny Begins" shouts one of the phrases crafted into the stones just under the rafters. "Sanctioned by the Light of Reason" shouts another. Do people in this city hear these shouts, I wonder? This morning there are more stories about an Iraqi General being killed during interrogation. Our group of Shine the Lighters maneuver our battery powered candles and flashlights as we pass these walls of Justice. Maybe the power outage that has darkened Iraq since the occupation is part of a world wide dimming of the the lighting system that has now reached our own Department of Justice. We consider offering some of our extra batteries for the Department to help shine the light on the exercise of justice in this democracy.

The walls of the FBI and the Department of Justice did not come down as we circled but the light of the sun was everywhere apparent. We didn’t lose heart. We completed our procession on this January Saturday by processing next door to the Internal Revenue Service. Some in our group of 25 may never have had contact with the FBI or the Department of Justice but all of us have had direct experience with the IRS. We wanted to shine a little light there because the IRS will collect in excess of 600 billion dollars this year to pay for our nation’s present, past, and future wars. As one who has been the recipient of many financial offerings, and has occasionally organized fund raising letters, the modern begging bowl, I know that money is needed to get things done - but 600+ billion dollars! As I walked around the IRS I wondered if our peace work would have the internal discipline to make good use of so much money each year to undertake the massive task of building a global culture of nonviolence. Would we stuff our budgets with money for gadgets, vehicles and SUVs and try to solve human problems with technology when the human touch would suffice? Would we sustain our work in the confidence that love and light will overcome terror and the legacy of the human enterprise of war? Would we have too guard our buildings too?
