U.S. President Donald Trump asks Catherine Toney, who was released from prison after serving 15 years for selling crack cocaine, to speak during a First Step Act celebration in the East Room of the White House April 01, 2019 in Washington, DC. The First Step Act passed Congress with bipartisan support in December 2018, prompting the release of more than 500 inmates as a result. Trump praised the reform legislation as proof that the United States "believes in redemption."
